Sir,

I am directed by the Lords Commissioners of

Her Majesty's Treasury to acknowledge the receipt of Mr Lucas's letter of the 18th instant (18249/99) relative to a proposal made by the Hong Kong and Shanghai Banking Corporation to the Government of Hong Kong that they should be allowed to deposit approved securities with the Crown Agents for the Colonies instead of coin or bullion with the Colonial Treasurer, as security for

their excess note issue.

In reply, I am to express the concurrence of This Board in the view taken by the Secretary of State for the Colonies that no sufficient grounds have been shown by the Bank to justify a departure in the circumstances from the arrangements agreed to when this temporary excess issue was sanctioned.
